To be fair, it's not necessarily power but rather a lack of moral fortitude. Just like the previous empress, he let too many people whisper what he wanted to hear in his ear. It also didn't help that the previous Empress made him paranoid over all of the women in the harem. Paranoia and power and not having a good moral compass led him to that state. Because it was really early on when he asked Ruyi if she would ever scheme and if I remember correctly, it was right after the previous empress's death. Quite literally, had he simply trusted her judgment just as he had done before he became emperor, he most likely would not have ended up in this position. If he had confided in her just as he had done before he became emperor and even after he became emperor, he most likely would not have ended up in this position, especially after Ruyi started to be good at figuring out the schemes of the other women.
Additionally, your point about him saying that he really likes a woman in front of the woman he just professed his love to is a bit of an iffy thing. Because he is emperor, he is entitled to a harem and there's nothing she can do about that. Because he has to have a harem, it makes sense for him to have women that he's actually attracted to. Ruyi , considering the situation, knows that she has to put up with it because her want to be in a monogamous relationship will not happen. So, this is most likely not even the first time but she has had to sit back and listen to him compliment another woman, knowing fully well that woman was going to be chosen to be one of his women and would end up in his bed regularly. Ultimately that is why she said that all she cares about is that she wanted to walk beside him the entire way and if being in the Harlem and if being Empress allowed for her to do that, she would.
