1979 Roper Lawn Tractor. Will it run?

I found this 1979 Roper lawn Tractor with a 11hp briggs and stratton engine and a 4 speed manual gearbox at the dump. Model L121 . It took me 2 hours to retrieve it from the top of a large metal scrap pile. Got laughed at. The engine has good compression and spark. Fuel tank and carburetor are completely blocked But will she run??
