YouTube First: Wheelock Eluxa ELFHSR Low Frequency Sounder/Strobe - All Codes

For the first time on RUclips, this is the Wheelock Eluxa Low Frequency Sounder with strobe. Other than the newer style strobe, Code 4 is only available via Wheelock DSM and cannot be free-run like the original LF sounder.
P.S. System Sensor still makes better LF sounders.

No way that it sounds raspy even if on Filtered DC, was expecting a normal low frequency tone

No. There are no devices that have built-in messages. The only way is to buy a speaker/strobe (which is not what this is) and wire it up to a voice evac system.
