Even when intentionally high balling Homelander's abilities, it is a bit of a stretch to assume he can hit as well as a bomb that he can tank the blast of. That is assuming they really did use that bomb against him. As it was a prototype they only made one of, it may not have been around at the same time Homelander was. Even if they never did use it against him they don't have one on hand to try. I also don't recall Homelander ever keeping pace with his heat vision. The way you phrased it it sounded like he could move at light speed. While he could attack that fast, he is still limited by his reaction time. Heat vision is Homelander's best chance at defeating All Might. I'm not convinced All Might could completely tank it. That said, he would still have to be able to land a hit on him and I believe All Might is faster. He is also more experienced. Homelander spent his life bullying those weaker than himself, mostly non-powered criminals or weaker heroes. All Might went out of his way to take down the strongest criminal groups he could find.

While some of that could be attributed to Shigaraki's regeneration it didn't really damage him enough to force him to regenerate by any notable degree, we've seen what that looks like when Star and Stripe blew him up with half a dozen nukes.
