Though it's unclear which heroes will return in Avengers: Secret Wars, information has been revealed about its Phase 6 predecessor, Avengers: The Kang Dynasty, including which characters won't be included. The Kang Dynasty is expected to pit the MCU's new Avengers against Jonathan Majors' Kang the Conqueror and the Council of Kangs, which probably doesn't lend itself to a major cameo-fest, and would perhaps benefit from focusing solely on the Avengers. The Kang Dynasty writer Jeff Loveness revealed that the X-Men (via Phase Zero), the Fantastic Four, and Blade (via Gizmodo) likely won't be included, so it's unlikely that Inhumans such as Black Bolt will be featured too.
In terms of Avengers: Secret Wars, it's difficult to estimate which Marvel characters may or may not be included, as details of the 2027 project are being kept very under wraps. After the MCU's Phase 4, however, many are expecting Elizabeth Olsen's Scarlet Witch to return to the MCU, though the actor herself may have cast doubt on this occurring in Phase 6. During an April 2023 interview on the TODAY show, Olsen revealed that she isn't currently aware of any plans for the Scarlet Witch to return, which means one of the MCU's strongest characters might not actually have a part to play in Avengers: Secret Wars.

Secret Wars would be better served as a game like Champios Online (which was originally a Marvel universe game), where all the heroes are variants and the war is forever and the hero teams are on the run or picking up new team mates from one world/universe to the next. So it is written, so let it be done.

I don't think that Kang will be the only villain in Secret Wars.. As per the secret wars comics, There is a chance of the Beyonder could make his debut in MCU
My guess is that The Beyonder will be in Secret Wars but will be a Kang variant. I really think they should split Secret Wars into two parts. I predict that the Kang Dynasty will have an Infinity War type ending in which Kang wins by revealing his prime variant, The Beyonder, overwhelming The Avengers. But then I’m hoping that somewhere between Kang Dynasty and Secret Wars part one, Dr. Doom is revealed and recruited by The Avengers to aid in the fight against Beyonder Kang. Doom is seemingly on their side at first, only to double cross them halfway through part one of Secret Wars, stealing the power of The Beyonder and becoming God Emperor Doom, destroying all other universes and salvaging whatever life is left to create and rule over Battleworld. There should be at least a year in between Secret Wars part one and two, in which during that time we witness how dreary and hopeless life is on Battleworld, depicted in different shows and maybe a movie or two, setting up the climax and final battle in Secret Wars part two (maybe rename it Eternity Wars) between Dr. Doom and The Avengers who are joined by superheroes from across the multiverse (the FOX X-Men/F4, Wesley Snipes’ Blade, Tom Hardy’s Venom, Tobey and Andrew’s Spider-Men along with the cured villains of both universes, etc.)
