I believe the measurement indicator is in Ligne. Dont know if im spelling it right and im mot going to my bench to pull out that sizing tool but i think thats what the 17 3/16"' is. Note the 3 hash marks are indicative of that specific measurement solely for horology.
Great video. I wonder if it is possible to craft a tool which could be inserted into the bezel groove and rotated to return the bezel to a consistent 12, 2, 4 diameter measurement.

Years of snapping the case shut will slightly change the profile of the bezel.
From what you are indicating, the bezel shouldn't be measured when it is off the watch?
