If you only had seen what I saw in the late 80s. They would roll a hopper car into the shops for a rebuild. Then that car would roll out the door freshly painted and right into................................................................................................................................................... the scrap yard. As it was explained to me, every car had a certain value and budget. When the car was rebuilt, it had used up its budget and so even though the car was like new, no more money could be spent on it. Now what was I doing there you might ask? I was told by a railroad employee that the instructions were for me to pick up some items for a movement of some soon to be former government equipment that was going to be moved over CSX. 5 cars on their own wheels and one as a load. The rental car trunk was loaded down as there also were cast iron brake shoes for passenger cars and some for a steam loco also. So along with 12 pair of new air hoses there were also 6 spike maul handles and all the brake shoes. I wish that day I had had the van instead of the car. All of the excess items were loaded in the railroad cars for the movement with 10 of the brake hoses installed per CSX's instructions.
