Clarke gave up the right to parent Mark when he signed the $100,000 agreement, so yes Bill can adopt Mark. Even without that, Bill has enough money to make anything happen. With his level of money and power, there are no longer laws in the US -- just look at the insane crime family currently in the White House.

And he then gives a long one about how he had met Stephanie when his friends and he went out on a boat partying, how he had been drinking and had sex with Stephanie, how she came to him months later and told him about her pregnancy..... but yes, now Beth talks about "that bitter day" as if she had been there when Stephanie turned up. ??
It was a rewrite just like Ridge's conception. When the show first started, Stephanie was talking about getting pregnant with Ridge from a one night stand and how she regretted it. She and Eric talked like that just met at the party. When Stephanie told Ridge about getting pregnant with him, she talked like she and Eric were in love for a while before they had sex.
I've given up on trying to make any sense of the writing in this soap. So many contradictions, people just dropping off from the soap with no real buildup that led to that etc etc etc. STILL, its entertaining to watch😂. Some people in these comments take it VERY seriously though🤣🤣

The problem with this Eric was her husband by law only. The marriage was dead and he quickly went ahead with divorce proceedings once he reconnected with Beth. It wasn't until the day it was supposed to be final that Stephanie put a stop to it, trapping him in the marriage for another two years.
