How much time the Construction Managers spend on-site and how much on a desk in an office?
    Thanks.

Depends on the position. Superintendent, 65% Field 35% Desk; Project Manager, 70% Desk 30% Field

This company that this guy works for has probably created their own job position and calls it construction manager or he's Jr level and getting more experience to become a C.M.. Normally a Construction manager handle the budget of a (large or small) scale projects like you see in the video. They handle the subs short of the schedules which the project manager handles. Financial logistics, contracts, stake holders, so on... Project mgr, Estimators, Finance dept (co-share with the director), so on... report to the construction manager, with external interactions with MEPS engineers, Architects, Lawyers, and handling meetings with city permits. Again this all depends on how busy the area is on construction i.e. Denver, NYC, San Fran they might combine or take away responsibilities in order to manage more projects.
What this guy in the video, looks like he's got a few responsibilities that would be distributed to a Super or Foreman. He's probably junior level as the more senior doesn't go to jobsites that's for Supers, Project mgr, Foreman
I'll give you some alternates... instead of a construction manager a company will have a director of operations, this would be a specialist construction company i.e. fire and sprinkler company versus a general contractor company that will have a director of operations and C.M (construction mgr) would report to or be lateral to a D.O.O..
If a C.M. steps foot on a jobsite that means there's some issues going on and someone is getting kicked in the @ss. So 0% at a jobsite.
