It'll depend on how fast your queues are as healer. Normally I'd suggest questing and dungeoning at the same time but if you have instant queues then I'd just do that. Both are pretty similar in leveling speed. For the early levels you will have to heal normally until you get atonement on the tree around level 30
Always use it no matter what, who cares if they get mad tell them to get good or just ignore them. At the end of the day you are just trying to level and if a tank is having rage problems they aren't pulling enough. Side note they can't use the rage if they're dead so you can always just tell them that.
5% mana back is negligible when you have to keep rebuilding your evangelism stacks which is 100% uptime (if you play correctly) essentially permanent 20% dmg/30% reduced mana cost buff on your main 3 abilities. In an environment where you can get away with drinking in-between pulls and things like undead exist (35% mana regeneration that can be used during combat in most packs) its just not efficient to be dropping and building your evangelism stacks every 30 seconds and there is better talent setups that can be used.

if tank is warrior or bear druid is it still OK to put PW:S on them to gain mana? they may get upset for not having rage

Definitly disagree with skipping archangel. 5% mana back per pull adds up a ton and most heirloom tanks pull fast enough you're almost never drinking.
