Yes u can use all commands in terminal window. If in windows OS it's not detecting install latest driver given under video description watch video by technobuzzet for fastboot and adb drivers installation

Go to system updates and download and it will automatically flash the updates. You need to do all updates till A18 manually. Dont enable root and TWRP till your last update
