Is there any way to reduce the amount of those small circles on top of the "hills"? Or is it just a matter of trying it a couple of times and seeing what comes out?

Yup, you could image trace it no problem. Just remember to bring the lines into illustrator in black and white for better results. After tracing, then apply color in illustrator.

Yup, this tutorial was assuming people wanted to create solely in photoshop. I'd create in illustrator for the cleanest, most scalable version
