Are ND Filters worth it or a waste of Money?

Is this Neewer Budget ND2-ND400 Lens filter Worth it? Or is it a Waste of Money.

I've been thinking about getting an affordable ND filter for long exposure shots. Do you reckon it's better to get a variable or a set of fixed?

Fixed is best but if all yiu have is a variable it does the job just fine
