Part of the history is that when Dolly heard Whitney sing this on the radio for the first time, she had to pull off the road to cry about how badly Whitney sung her song. She later was happy about the royalties that she received. For many of us, Whitney seems to scream at us rather sing to us. Lucy is musical in everything that she does. She sang this song. I have listened to Whitney and Lucy back to back and find Lucy to be the better version and the most musical. While I realize that others really liked Whitney's style, there are a number of us who do not. For me, Lucy has the best performance of this classic Dolly Parton song. It is beautiful and musical.
I grew up listening to Dolly Parton. I didn't think anyone could do a Dolly song better than Dolly. Therefore when Whitney came out with her version, I didn't really care for it. I have since come to appreciate her talent and abilities. From what I have read, Lucy has a great respect for Whitney Houston. So I think you are missing the point. Lucy covered this song as a tribute to Whitney Houston and therefore remained faithful to Whitney's version. Since you have reacted to several of Lucy's covers, you are aware that she can take a song and make it her own. However, that was not her intention with this song, since it was a tribute to Whitney. With that in mind, I don't see any criticism in the way Lucy Thomas approached this cover. In my 70+ years, I don't think I have ever heard any female vocalist that sounds better to me than Lucy Thomas!
For me this was written as a bittersweet love song, Lucy had the technical excellence of Whitney (without the unnecessary vocal gymnastics) coupled with the emotional connection of Dolly so for me 1. Lucy, 2. Dolly, 3. Whitney

OK, she can sing pretty, but it lacks the emotional connection that Dolly's original has, and while her voice is pretty, it is nowhere near the match for Whitney Houston's powerhouse voice.
