Back years ago I had a game a lot like this image on the PS2, a racing game with hovering-space vehicles, but for the life of me I cannot remember the name.
I remember one map in particular taking place in South Africa, and a feature of the game was the ability to create your own racetrack.
this game looks like wipeout. used to play it on n64 and it got a rerelease on ps4 but i don't think its the same as the one you described tho.

I've been looking at gameplays of Wipeout games on PS2 and they all look pretty much like the game I'm describing, but I can't find anything to do with creating your own track or South Africa.
I saw a video that went through all the levels in the game and none of them had the map. It has to be a Wipeout game.
