Fun fact: a build like this can one-shot most players even if he wasn't max level. My man's got dual seppuku with Consecutive attack buffs, jump buff, Exultation buff and 2 active attack buffs.
Guaranteed bleed because of dual seppuku, 20% damage from Exultation, 15% from claw talisman, likely 11% from Milicent's Prosthesis, also likely 16% from Rotten Winged Sword, he could've had another 20% if he popped thorny tear before the clip started but it looks like he didn't do that based on the buff icons, then blood affinity Peelers have 673AR at max level, add in 30 from the Seppuku itself, THEN 10% from FGMS and 15% from Golden Vow.
    That means 703x1.2x1.15x1.11x1.16x1.1x1.15
Which means he hit his opponent with an effective jump attack of two 1,580 AR weapons which sounds like a lot, because it is. and THEN bled him. That'll one-shot anyone who doesn't have insane physical defenses. It's possible to live this hit, but it's not easy, and it won't be done without active buffs involved. Now this sounds impressive and all, until you realize this can be further optimized and done at a much lower level. Tack on Raptor's black feathers, use Bloodboil Aromatic instead of FGMS, use Rallying Standard instead of Golden Vow, equip White Mask, and finally pop Thorny Cracked tear before the fight
Then at 24STR/22DEX/10ARC, the minimum stats to make this new setup work, you still get 1,597AR equivalent, but this is realistically do-able within a level 150 build. At max level the new total is 2,828, which is definitely much higher, there's no denying that, but a lot of people see clips like this and think "wow being max level is so OP I should grind levels for 10 hours or buy runes" which heavily discounts the actual builds themselves which make a much larger difference in the long run. I mean this setup is essentially a 320% attack increase, and being max level is just a 77% increase from the minimum requirements, so it's very clear here that your build itself matters much more than your level, which I hope a lot more people would realize. I personally use a very similar setup as the one I described for PvE in NG+7 onward, except I use Gargoyle twinblades which have very sightly higher AR at max stats, and for the right twinblade I put on Chilling Mist instead, since I know I'll be attacking the boss more than once, and I'll get more benefit from the extra frost damage and the 20% negation decrease than I'd get from the extra bleed buildup. Royal Knight's Resolve on quality affinity is also an excellent choice for the right hand, but you'd have to re-apply every attack.
