I see you were invited to that raid, I assume the local had windy weather. I don't know if it is still a thing but remote raiders don't deal full damage, so I guess it's easier if you do it in person. I might try it myself I like this kind of challenges.
they have cancelled the plan to cut damage on remote raiders. The "balancing mechanics" they employed on remote raid is the higher remote raid pass price and remote raid limit.
So question about Party Power, I know it's extremely unreliable as is, but is there a reason you wait to press the button until after you launch the attack? Aren't you losing out on extra Party Power energy by waiting to press it even after it's already fully charged? I myself have been trying it out your way as well as just pressing it whenever it appears to be fully charged, and honestly I cant seem to tell if there's a difference or not. Sometimes I seem to have raids where Party Power hardly seems to apply the boost at all, while other times it just randomly keeps happening over and over again even though I've barely pressed the button.
applying party power would cost 1 second, but it would overlap with charged move animation if you do it when launching attack so you save some seconds doing it that way. and you are correct that it would cost party power energy waste if party power fully charged before you used charged move. Thankfully for this setup specifically Dragonite tends to need 18-20 Dragon Breath before it charges up Draco Meteor, which almost perfectly match the speed of charging party power on duo raid (18 fast moves). This also means on this duo you don't need to keep track on how much fast move you have used (since party power UI is unreliable on telling you when the power is charged) and you can always just activate the power on Draco Meteor. Under other setup it would be more tricky and you would need to keep track on how many fast moves you have used to precisely tell when would party power charges up, preferably you would find a setup where charge move charges slower than party power such that you can do something similar as this one (or pray Niantic actually fix party power UI).

Are you purposely using dragon breath to charge up party power faster? if so, does the speed of your fast attack matter when charging up party power? And I guess you’re using draco meteor because of the party boost?
Yes. It is number of uses. You need to use 18 fast attacks to fully charge Party Power with a team of 2. Yes. Draco Meteor charges slower so it works better with Party Power.

Theoretically having Mega Rayquaza in 1 side is still enough, but it would be really hard without having both on team. You would really want to have a maxed Mega Salamence at least to compensate with that. If you can afford Mega Evolving Mega Rayquaza on both side you should really do so. Their CP won't matters and you can just rely on Shadow Dragons to do the work.

If you dodge too early or dont switch right is it then not possible? :o bc i dont really understand the switching mechanic >.< prob to save time or?:o
Raid is really complicated nowadays with a lot different damage bonus. For example on this raid: Party Power +50% Weather Boost +20% Friendship Boost +10% Shadow Boost + 20% Mega Boost + 30% That is like 3x stronger than using a non-shadow Lv50 Dragonite. Since this is a Duo Raid it is effectively equivalent to 6 players all using Lv50 Dragonite without those bonus.

unfortunately Garchomp's moveset cannot utilize Party Power well, so it cannot really defeat Latias by itself.

Party power charges with each fast move used indiscriminately from their energy generation. So low delay moves charge it faster
