I wish the forestry division would develop a course for these people (they could call it a Fire Auxiliary Course) and an SOP for them to follow (especially interfacing with the main fire department). If they put lights and sirens and responded, unsolicited, to private property it could be a tricky legal proposition. These people shouldn't be dissuaded, they should be helped. Some states provide for FEPP (Federal Excess Personal Property) if you organize as a fire department.

I just built one with a Honda wx15t pump and a 125 gallon tank.
Mine is plumbed with 1 inch hose and a wildland nozzle.
You should get a few fire extinguishers like a water can they can go for 40 feet in one minute

Get the wet stuff on the hot stuff.
And he's got a 6.4 which is known to Regen like a flamethrower
