      @@honeybadger1125 Russia is modernizing most of its armed forces, these planes also will be part of their upgrading programm.       @@itinensanzen The difference of that report is that the U.S is spending billions on their F-35B/C & the new F/A-XX so their new software kits isn't going to the aging F-18 thats why they are grounded. But Russia in the other hand is in a BAAAD shape. Since the collapse of the USSR Russia lost everything & could no longer invest in their arsenal, so thats why they focus on things like, submarines, frigates & a few planes . If Russia was to fully modernize every single weapon they have they would loose all their money in an instant cause its too much money & time to do upgrades.
