If there's water permeating through the walls, isn't sealing them up on the inside only going to trap the moisture in the foundation? Shouldn't the water intrusion issue be remediated from the outside?
If ground water is entering underneath the home, its much cheaper to install a sump pump and parge the walls on the inside. The water isnt trapped if you consrtuct a french drain along the lower perimeter of the foundation. The water will be diverted to the french drain and then pumped out. Basement will remain dry until the life of the sump pump. 😀
