as far as I'm aware no. you just have to find Emil. according to the DLC bio he can be found anywhere but mostly the Wasteland area. the 4 new Eve fits can be bought I believe (not from Emil) in the same way the last set of update outfits could be obtained.
I'm starting to lose faith in Shift Up if this the direction they decided when doing a Nier crossover. I'd prefer to play the game as 2B and get her character's perspective. That would be worth paying for. Some skins and a photo mode is so boring.
