Is living in the Covenant basically like living in an HOA even though you're not in a gated neighborhood? Just thinking about an HOA gives me anxiety. RSF and the nearby areas seem flooded by them.

I live in Rancho Sante Fe and the beach is way less than 20-30 min if you live in the covenant. More like 15 min
