  • Attorney Joe Zarzaur discusses an area of great concern that involves children and child safety involving a substitute teacher at Gulf Breeze Elementary and female students that were not even 10 years old.

    Zarzaur Law, P.A. represents three of the four girls and investigated the situation and found out that a private company had been hired by the Santa Rosa County School District in 2015 to basically manage all the substitute teachers, they were to hire and fire and manage them. This company was called P E S G. It's a Michigan-based company with a satellite office in the area to screen substitute teachers.

    BANNING OF THIS SUBSTITUTE TEACHER IN NEIGHBORING SCHOOL DISTRICT
    The girls had been touched inappropriately by this substitute teacher. Zarzaur Law found out that this teacher had similar episodes at Escambia County School District prior, with very similar conduct of touching and appropriately rubbing hair of children commenting on how pretty their hair looked, asking them to wear it a certain way, touching their arms, touching their shoulders. He was banned from the entire Escambia County school district. And then what he did was he applied with the Santa Rosa County school district, and they directed him to this company, P E S G that was taking over basically the staffing for substitutes - and he was hired.
    HOW AND WHY WAS THIS PERSON HIRED IN SANTA ROSA COUNTY SCHOOL DISTRICT WITH THESE RED FLAGS?
    The case started out against PESG for hiring this guy that they should've figured out had been banned from Escambia County. It started becoming apparent that Santa Rosa County school district still had some responsibility for supervising the substitutes that PESG put into the school.
    PUBLIC RECORDS REQUESTED FOR PERSONNEL FILE ON THIS SUBSTITUTE TEACHER WITH A FELONY RECORD
    Zarzaur Law then made formal public records request for this substitute teacher’s file. Santa Rosa County school district sent personnel files but made no mention whatsoever of any issues ever before. The district was being very slow about giving us this information. After several hearings with a judge regarding discovery, the school district finally provided the documents.
    CAUSE FOR CONCERN
    I was shocked that now we've got a gentleman that had a disciplinary file that suggested he had some issues, touching children inappropriately and so bad that they banned him from a school in Santa Rosa County. He then goes to Escambia County, gets employed gets banned from the entire district, and then comes back to Santa Rosa county in 2016, they do a very poor job of screening him.
    TAKE ACTION
    This is a time-sensitive issue because, in my opinion, everybody that has a child in the Santa Rosa county school system should be emailing. You should be asking this question, why is it that there are substitute teachers and perhaps others? Why is the human resource department at the Santa Rosa county school district not reviewing those files to make sure there are no sexual predators of potential sexual predators on that list? Why is the county hiring a company to do this P E S G and then either not making available disciplinary records for them to look at or not making them aware they exist?

    How does a principal at an elementary school have the personal opinion that a 9 or 10 year old could even entice a grown man to abuse them. That’s so sick. I wouldn’t want my child in that school at all until they get a new principal. That statement is just repulsive.

    Make ALL of their names public!! They shouldn’t be locked in filing cabinet. If they have a disciplinary record AT ALL, schools should NOT employ them. Period.

    As someone who works on staffing and recruitment and had participated in efforts to obtain staffing contracts with the county/school districts this makes me irate but also doesn’t completely shock me. It’s not a secret that the county has a history of awarding this contracts to the lowest bidder. And when you do that… this is what happens. Also, corrective action and discipline is 100 percent a part of a persons personnel file. I would be interested in seeing the contract between the county and the staffing provider. That information is usually explicitly outlined. Additionally, if they did effective background checks and provided this company with all the information regarding these “approved” substitutes, this would have been avoided. This is negligent. And now the county is going to have to settle these cases with money they could have been used to pay substitutes a reasonable wage and attracted higher quality individuals to care for our children. This HR director should be fired and held responsible for this. The county should be ashamed. This staffing company should never have access to another school contract for their negligence in interviewing and background checking. This was completely avoidable.

    I just came across this video, and stuff like this is exactly the reason I will be home schooling my grandson that I have custody of. He is about to be four years old, is nonverbal, and severely autistic. I do not trust anyone with him, Especially with him being nonverbal. It is really sad that the world we live in now seem to care more about criminals than they do little innocent children. We live in a very evil world. God bless you sir for making this video, and making the residence of our county aware of what is going on right under our nose.

    I was born & raised in SRC, went to their schools my whole time that I was in school. Now I have two of my own children in SRC schools and while seeing this woman’s attitude doesn’t surprise me, it is still infuriating to see!! & it is the same type of attitude that Durham Bus Services and really any school official that I have ever tried to speak with has ever had . I had a LOT of different issues with the bus people and with all of them, their attitude is all the same. They have Always, first and foremost, took up for their employees, which I can understand to a certain extent but when they do not care what proof or what the complaint is, is when it’s a problem. My neighbor & I went down to Durham Services offices & they couldn’t have been more unconcerned than the man in the moon, over a bus driver holding our children hostage, and Refusing to let them off the bus until after everyone else got off, (over an hour) due to one of the kids in our neighborhood, not doing something, really minor that he’d asked her to do. & no, he wasn’t taking them back to school, not to mention my kids had nothing to do with the girl who wasn’t obeying, but they were punished along with her, by not being let off the bus for over an hour! Well, the man that drove the bus at the time, quit after this incident, but Durham didn’t act like they could care whatsoever! & guess what, the bus system is not affiliated with the school system whatsoever, so the school district have no say over anything that the bus drivers do or don’t do. HUGE Mistake the SRCSD made when they decided to make the bus system not part of school district any longer & to out source the running of buses to a separate company. Meaning the company that runs the buses don’t have to vet or abide by the schools guidelines & rules for hiring, firing, or disciplinary procedures or anything! Not to mention, when a parent tries to go to the bosses, they all are programmed to first, take up for their drivers, even lying directly to parents faces, so getting anything done with Durham, is almost impossible. After this incident with them, I had sent 2 emails about separate issues, like the bus speeding (as my child had a speedometer app that we knew was highly accurate & checked bus speeds) and other concerns with the newer bus driver making my kids walk over 1/4 of a mile home, no matter the weather, & no matter that there are known drug dealers that they drop them off directly in front of each day & neither email was even replied to by anyone at Durham. It’s just absurd! Such is the problems in SRCSD!

Besides, when reporting the current numbers and situation is considered fear mongering, it just looks like you want it swept under the rug, ironically what the people at this school looks like they were doing, in my opinion. Instead of being divisive about something else, let's stay on topic and work together on something important that everyone agrees on, holding these people accountable, because clearly they won't hold themselves accountable.

There's a point here - both of these outlets are sorry excuses for journalism. It's my opinion they seem to be more interested in furthering their leftist agenda than honest, factual news reporting, and therefore, I'd be very surprised they'd be even remotely interested in a story like this.     Absolutely NONE of this shocks me. My son had pornographic pictures/video made of him without his knowledge at HNMS in 2018 by a student and distributed by the student on school grounds. They all tried to sweep it under the rug. At the time of our incident the school was in litigation due to a similar situation on the bus. And at that time my kids bus driver was arrested for having child pornography. This district needs to better handle this stuff and stop sticking their heads in the sand and turning their backs!

    Can you look into the teacher, Mark Ackett, at a FL HS who pled guilty to hundreds of counts of Video Voyarism a few months ago? I am not convinced that there weren’t any red flags.
    For example, an Assistant Principal was reprimanded for “popping toes” as a form of discipline. He later became a principal then a district administrator. Years later, he is arrested up north for battery and all the other allegations from Florida came to light and he was fired from his District Admin position along with the Superintendent (from FL) who brought him into that school district.

    This has been years of nobody questioning the ones in charge and children have suffered for it.

      Yes, this all happened on his watch. And he decided not to run for reelection last year. Also, the Assistant Superintendent for HR has recently retired (coincidence?). Still, many of the people who may have had knowledge about this (and other things) are still on the payroll, so the current superintendent has some soul-searching to do. Simply passing blame won't cut it.

      I see your edit. I'm not trying to contradict you or argue with you, but I think this is the point Joe Z. is trying to make. This type of behavior from our school district leadership has been ingrained in its culture for the last dozen years. There was PLENTY of outrage with Wyrosdick. Nepotism, the good old boy network, parents being stonewalled, the annual salary negotiation circus with the teachers, selling the old Munson School property for pennies on the dollar, the bus and substitute contracts, failing to plan for growth and new schools, at least one student getting dragged by a bus, and the list goes on. And what did the people in the county do? They faithfully went to the polls every election year and reelected the same school board members that bowed to his every wish. That stopped with the 2018 election, but I'm not sure our current school board is much better. Look at the several replies here from parents who believe their concerns have been brushed aside. These guys are masters at making these issues disappear. Teflon dons. And don't hold your breath expecting the new superintendent to clean it up. The supporting cast remains nearly intact.

    These events occurred PRIOR to the current superintendent’s election or the appointments of the current Assistant Superintendent of Human Resources and her Human Resources Director.

    I have discussed these issues with my grandchildren to tell us if anything any adult does no matter how small, if it makes them feel uncomfortable or sounds strange to them to let us know!

    This doesn’t surprise me. My children were in the Santa Rosa County school system, and my youngest daughter is adopted, due to a murder that her birth mother was involved with in 1996. She struggled with depression even as a preteen. Around 2012, she had to go to an alternative school in the same county, I went to speak with the principal of the school, who was once a local politician. He told me that someone told him that my daughter was emailing with one of the teachers at the school, and that he had just fired that teacher. He said that was not the reason for firing him, but he wanted me to know this, since I was there. I went home and got into my daughters email account and found those emails. “Sh****a” you are going to hear some really bad things about me….it’s fuc**d up” and the conversation ended with “I love you, and I love you, too, Sh*****”. I took the email to the principal, and he asked if he could keep that copy in a file. I agreed. Years later, I was at the school board office for other reasons, and I mentioned this incident. The superintendent said he never heard anything about it! This may not be a big deal to some people, but as the principal said, the teacher was a military vet, and he knew what he was doing. Please keep exposing these perverts!!!

    I worked for Santa Rosa school district and also PESG...now called Staff EZ. To be a substitute you have to pay for your own background check. I dont know if they had to when he was a sub, but it seems that it should have been known he was a predator. There are some very creepy subs, even now. I've not witnessed anything like this though. 😡

    Yet the schools will put everything about your child in their file that follows them until they graduate.
    My special needs son would adjust himself while sitting at his desk in class but the teacher put that he gropes himself in class. The way it's worded is way off.
    I've only ever seen him adjust himself, same as all boys and men, he's just not as discreet about it.
    Edit: I was never notified that the teacher thought this was a problem. I found out when I read his IEP, which follows him to graduation. Teachers can write whatever they want about your kids and put it their file. I think a lot of parents would be shocked if they read their childs file.

    When I was about 10/11 a preacher in Pace was overly touchy and whispered things in my ear at church functions. When I was 16 he came in as my Sub teacher, never been so scared before. He watched me the whole class, stood right behind me looking over my shoulder. We should really do more about protecting these kids, it’s not the same world anymore!

    The list of banned substitutes is insane. I used to work for both pesg and Santa Rosa county school district and I can tell you tons of stories of subs that we cannot believe are in our schools. It’s absolutely insane. Thank you for this video!

    Great job and thank you for this video. This person you dealt with should be fired and is part of the problem. Not surprised. I know many great teachers exist but the system is broken just like the govt run health system. Over crowded classrooms, dumbed down education and desperately needing ‘adults’ to lead the classroom. #protectyourfamily

    Mr. Mack was my substitute teacher for a whole year in 1st grade!! He used to stroke my shoulder and I obviously never thought much of it, but as a senior now, it’s crazy to me! I never thought I’d see his name here again.

    I watch after a friend's two children - one in the first grade, one in the sixth grade. I hate discussing touchy subjects as I am not the parent, but I will be asking my friend if either I or she and I together should sit down and talk to her babies about what is and is not appropriate touch. I was taught this in the 70s. I am disgusted that it apparently is not being taught still today. Thank you for raising my awareness in this district - both kids are in the Santa Rosa school district. If anyone touches them, they will be lucky if their parents or I don't get to them before the courts do. And no, that is NOT a threat. That is a promise.

    Can you get the persons whoever recommended this banned sub teacher? I have seen Teacher's get placement this way. Definitely weren't child predators but there were criminal records of some sort. You would be surprised where people get in life by who they know and what they have.

    Doesn't surprise me about Santa Rosa...I called in an abuse report AND reported to the school that their school nurse was sneaking in her felony boyfriend AND taking pictures of other people's kids. All they did was fire her for some unrelated reason. Pass the problem on to another school. Easier than addressing the problem and having notify the children's parents I'm guessing...Pathetic!

      My child's 4th Grade teacher came to parent/teacher orientation stinking drunk, talked nonsense, slurred, showed us pictures of herself when she was a little girl, and started clucking around the room like a chicken!! We were all horrified. I called the principal and told him about it and HE DEFENDED HER. But I must say, she surely WAS a dedicated teacher. She made it to class on time after bailing out from an overnight stint in jail for DUI not long after that. I guess when she was finally arrested again for DUI AAAANDDD Cruelty on a Child they finally had to let her go. I'm tempted to name her, just in case she's still employed by the district, but I won't.

      I have to correct myself. It was 3rd Grade, not 4th. And I just looked this teacher up and found that she got a slap on the wrist. One year of probation. The letter to her basically tells her that she's making the rest of them "look bad." I'm not even sure that the incident referenced was related to her cruelty to a child arrest/DUI or something else. The letter was a year and a half after that incident, and years after I warned the Principal about her. I don't know if she is still teaching, but she is NOT still at the school in Milton that she was at then.
      Too many people on here with too many disturbing stories.

      @@ginawatson3284 I personally think you should name them, so other people can be aware if she has any involvement in their kid's lives. The only thing is I don't know if you could get in trouble legally?
