I mean, launching V1 Rockets to Paris? They still occupied it.
For the resistance and SOME security
The train was for Hitler's order to destroy Paris. Hitler wanted the city to be destroyed if the Wehrmacht could not hold it.
I think it alludes to the real-life plan Nazis had to destroy Paris if it was deemed impossible to hold.
Hitler did actually order to bomb Paris with a V2 rocket, one of the officers decided not to however from what I heard
