Definitely NOT. I eat 0 sugar (practically no carbs at all) and my neck hasn't changed.
Sometimes I believe it's too late and age is also a consideration for the skin to recover. But most people cannot afford surgery.
Years of heavy sugar consumption destroy elasticity. Working out or lifting weights out also affects skin in a huge way.
I am a trainer of 20 years. I've seen it and done it.
