The Fmax is the maximum possible value that friction can be. It won't always be 9.8N but that is the maximum value that friction can be. If X=5N then friction will be 5N as it is opposing that force. Friction can never be greater than the force it is going against. In Part 2 when X=10N: since Fmax is 9.8N and the force is 10N then there is acceleration because X is greater than Fmax

at 3.17 why would friction take a value of 5 even though we just proved that it was 9.8N?
