Viceroy Nute Gunray was a Trade Federation member of the Separatist alliance, so incompetent and so stupid, he had to use control ships to command droids to take over... Naboo. He had such lack of knowledge of politics, he couldn't even recognize that the one he served... was the Chancellor of the Republic. The leadership of the Trade Federation lacks many abilities most consider to be... natural. He became so useless, the only thing he could hope for was... keeping his position, which eventually, of course, he lost. Unfortunately, he did for his master everything that was required of him, then his master had him killed on a lava planet. Ironic... he could advance another's plans, but not his own.
He went from main villain in Episode I to supporting villain in Episode II to ultimately nothing more than a background character in Episode III. He is, however, the only supporting villain that has appeared in all three movies of prequel trilogy. I know that some might say that his assistant Rune Hakoo also appeared in all three movies, but Gunray's assistant in Episode II was not Hakoo but a completely different character. The character was originally supposed to be Hakoo, but his mask was stolen before the production of the movie started and they simply used a new one and created a new temporary character, before making a new mask and returning Hakoo in Episode III. Both characters have been played by same actor, though. Nute Gunray was a character with huge potential and should have been pushed as main secondary villain up until the very end and as such be killed by Anakin in Episode III. And, most importantly... Despite everything they did before and during Clone Wars, Gunray and other members of Separatist Council did not deserve to die the way they did. They should have stood trial for their crimes.

Therefore, he may not have killed anybody (which is not true, as he ordered the kill of two pilots in Episode I; one of which, ironically, was played by Silas Carson, who also played Gunray), but he was responsible for the actions of his armies which did do many terrible things the war.
Silas Carson is officially the only actor who got murdered on screen three times in the entire saga. Besides playing Gunray, he also appeared in all three prequels as Jedi Master Ki-Adi Mundi, who was murdered in Episode III. Also, in Episode I he played the captain of the ship which brought Qui-Gon and Obi-Wan to Gunray's ship. Ironically, that captain was murdered on the order from Nute Gunray, meaning that in sense Gunray ordered execution of himself.
I can't help but feel a bit bad for Nute Gunray, despite all the evil things he did, his last line seems genuine, like he truly believed that Palpatine's rule would be better 🥺

In my notion it was his battle with Obi-Wan and Anakin and especially his former master Yoda that ultimately lead him to the side of evil. Virtually every single major villain in prequels was simply manipulated into being on wrong side. Well, almost every single one. General Grivaous was the notable exception, along with Darth Sidous, of course.

They should have kept him a main secondary villain. To me, Count Dooku and General Grivous were never really needed in this trilogy and it could have gone well without them. I do understand that both of them, especially the General, were added as they needed more villains for when they expand the movies into books and cartoon series. However, Gunray had huge potential and should have been main secondary villain and as such be killed by Anakin at the climax of the trilogy. Reducing him to supporting villain in Episode II and background character in Episode III was a huge mistake.

Episode I showed that he was not incometent. I mean, he was more than competant to conquer Naboo. I always viewed him as nothing more than a bureucrat who got himself into situation he had no idea what to do about nor how to get out of it in the end. Also, I don't think he was evil by default. In Episode I, everything he did was because he battled injustice imposed on him with taxation of trade routes. He had every right to protect his economy by any means possible. This is how it is in real world, too. By Episode II, he turned into a villain, no doubt, but mostly out of biterness over the events of Episode I and his personal animosity towards Padme for ruining his plans in Episode I. But, again, he, just like the rest of Separatists, were battling what they rightfully viewed as corrupt and disastrous Republic. That doesn't mean they were automatically villains. By the time Clone Wars got under way, he was undoubtedly a full villain, altough he still hoped that it could all end with peaceful negotiations, as long as he was on the winning side. The irony of it all is that, despite being killed in the end, he was on the winning side in the entire war since his ally Darth Sidious did win in the end. And he was killed after Order 66 and destruction of the Jedi, so he did live to see the rise of the Empire. Technically, that means that he was on the winning side in the end.
