We know that Gilderoy Lockhart was a famous celebrity, but did Hogwarts not screen him at all to make sure he could actually perform the necessary magic to teach? Lockhart was bested by a bunch of pixies that Hermione was able to take down, and he was supposed to be teaching these kids defense against real threats? He’d probably run into a locked door and try to charm it open with his stories.

1. Dumbledore knew perfectly well that Lockhart was a fraud. Dumbledore invited him to expose himself, using the famous Harry Potter as bait. He also wanted Harry to see the consequences if you let fame go to your head so he wouldn't end up like Lockhart.
2. Racist insults are not allowed at Hogwarts, nor are they allowed in schools in real life, yet it's something that still happens every day. Everyone knows that it's extremely common to see students insult each other all the time, and the teachers are never around to hear it, and the bullies never pay the consequences.
3. They took Ron to Hagrid's hut because it was nearest, and it's also explained by Hermione that nothing could be done about the curse except wait for it to stop, so Madam Pomfrey wouldn't have been able to do anything for Ron either.

When Ron tried to curse Draco for calling Hermione the M word, if McGonagall was around, Draco would have been erased from this plain of existance.

The teachers were well aware of the fact that Lockhart was a fraud but they needed somebody for the DADA position. There's also a theory that Dumbledore specifically hired Lockhart because some of the wizards and witches that were friends of Dumbledore had their memories erased by Lockhart and Dumbledore wanted revenge.
