First movie and book
Quirell WAS a good and capable d.a.d.a teacher before he found voldy and voldy convinced him to be a death eater and help voldy out. As said in the books, he wasn't a death eater when dumbledore hired him
2nd movie and book
Lockhart was arrogant but with the amount of popularity and fame he was getting for being so good at d.a.d.a , dumbledore mightve thought he would be a good fit for the job, and if did not think that, dumbledore might have had a different reason.
3rd movie and book
Lupin was a good teacher, top three in the series. He was a good student, he was even a prefect.dumbledore was his teacher aswell and he knew lupin was a werewolf but ever since his school years during full moon he went outside to save the others. It is not his fault snape and golden trio found out about him+ he was a marauder who actually saw and fought the death eaters
Fourth book/movie
Moody was a great auror. Locking up half the azkaban inmates, Moody was the one who brought in karkaroff aswell. Karkaroff was a ex death eater and with him around it was only right that Moody was the auror teaching that year. Dumbledore didn't know that was Barty crouch Jr and even though it was he was a great teacher and didn't hurt any students he only turned draco into a forest
5th year he was forced too
6t and 7th year snape was some1 he trusted another and their ex Potions master
Also the ministry have prove soo many times they can't be trusted
