I faced the same issue, My solution is to add a dispacement map that is very fine, and make sure displacements are enabled under the objects properties. have it under catclark and divide it a few times. Then in the shading. Just assign an aistandardsurface and have the transmission cranked, you want the scale to be pretty big, as light would pass through all of the bubbles. and possible some scattering too to soften it up.

It's not necessary to disconnect the initial shader you can go straight to the Arnold tab
