I'd argue that I was the most evil character in Fallout when I blew up Megaton for a swanky apartment then invited a pack of feral ghouls to slaughter the other residents.
One person I always take pride in killing is Motor Runner. What he did to Vault 3, I think, is really fucked-up. Really all raiders suck, but since he's their Alpha I go for HIS jugular with extreme prejudice, usually killing his dogs first and then him with a Chainsaw of my own.
