Thats not surprising at all, street scammers usually target women because their often easier to intimidate into falling for the scam and are also less likely to be assertive and tell the scammer no thanks/go away. See this all the time when i've been on holiday in Italy, Greece and France.

They act all nice and friendly by offering ballons (in this case) and say its for free and what not. They later become semi-agressive and ask you to give them money for them. They wont back off until you give them money.
