My question is who pays for repairs and vehicle maintenance on the trucks?
U-Haul, You could even apply to be a vendor & they will put you on a list to be possibly chosen to repair, or some type of service for uhaul equipment.
If its under $150, the dealer has the option to do the minor repairs & you could put a invoice in to get paid for doing so, I actually applied to be a Vendor & if it's over $150 my other company
(NO LIMIT AUTOMOTIVE SERVICES) can be chosen to do the repairs, Or could be called to do roadside assistance.

Do I need to already have a business? A location? Or can I rent a parking lot and start there??
I would advise you to have a business and capital, make sure you have a good location that has a good parking lot, or you're going to be dealing with people parking in places they're not supposed to, or if you don't have the capital, you're going to need to do all of it yourself.
Don't really take much to get started but you will realize over time it takes a lot of time and money to do this type of operation, but if you have a good parking lot and manpower to help you take care of the day-to-day operations, then go for it.

Do I have to own a existing store front to become a uhaul dealer
It is not required, but it really depends on the area that your in, or trying to set one up, my opinion uhaul basically wants you to not rely on the income coming from them alone, So it's really best to have a good strategy on what you're going to be doing, or you could be getting a lot overhead that is not necessary for your business.
Again my opinion I think they prefer you to have a little bit of capital with employees & parking, but it is not necessary, just know that it will take up a lot of your time if you're doing it by yourself, Therefore it's hard to focus on your other business.
