This might be a dumb question (as I'm just a casual player not a speedrunner), but why not turn off the move animations in the menu? Wouldn't that save a LOT of time?
I saw someone else ask the same question, the response was that they apparently DID turn them off (which you can see in the video), but then as we saw? They don't appear to be turned off at all, very strange :S
female nidoran is a different pokemon. It has a different learnset from leveling and different evolutions... just because they are related doesnt mean you should expect it to be the same... then they would have done as with all the other pokemon and not made 2 versions :P
In gen 1 it's possible to miss moves by gaining enough exp to skip the level where you learn them, for example nidoran going from 7 to 9 at once would never learn horn attack. Maybe this happened to you?
why didn't you put the horn attack to the top of the move list? that would've been much faster and less risky of accidentally hitting the wrong attack. or was it not possible in gen 1 to change the attacks? i don't remember, i should dig out my GBC :v

How did the Poke Doll work with the ghost? I remember you had to use the Silph Scope to identify Marowak before you can defeat it and pass to the stair.
Squirtle is the best to choose for speed running, because it's a water type that can also learn ice type attacks. And Water type has only 2 weaknesses, which aren't that much of a big part in this particular game, there are a lot of grass types, but you don't encounter them very often in the major parts of the game, and there are some really really strong electric types, but you almost never face those. And I said before, it learns Ice Beam, that's Lance down already.

On this run, he got +4.4 on Brock, which means he was 4,4 seconds slower than on his best run (Beated Brock after 11 minutes and 39 seconds from starting the game). If he's faster, it shows -xx.

The part of the run from entering Mt. Moon up through defeating Misty is good but not amazing. It would be possible to save enough time there to get 1:53, but a lot of stuff went right and you would need all of that to not go wrong as well.
Crits back in gen 1(glitch) ignored *ALL* stat changes positive + negative. So basically even if 4 ex: Your pinsir swords danced and you have it submission a machoke. It crits but your like wtf, why didn't it faint? It will do x2 the damage but without swords dance applied so x2 the damage it *NORMALLY* would have done

In gen 1, critical hits ignore ALL stat changes, not just negatives. That would include an attack boost or a defense decrease.

it is faster to chose squirtle on a perfect run but their are more variable with him then nidoking.

I don't think you can get Nidoran(m) in Pokemon Blue just like you can't get Nidoran(f) in Pokemon Red
