Thats because fan films are made by indie filmmakers who are either true fans of the source material or know/research more on the story/character behind it better than big name hollywood producers while showing true passion behind the project they're working or making on. Animation (including Anime) CAN and INDEED be adapted into live-action if done right and give good writing/execution.
