You may find your gallery is showing even if there are no records in your SharePoint list.
In this case PowerApps hide gallery if empty functionality is needed.
You can of course display an empty gallery, but sometimes it is better not to show it.
There are numerous PowerApps gallery examples around.
So the way to enable PowerApps hide gallery if empty functionality would be to do some kind of count of the gallery items. It would not be possible to do PowerApps gallery selected item functionality if there are no data items held, nor would it be possible to grab a PowerApps gallery row number.
