Any other civilian would already be serving their prison sentence of several decades, back to back, with no parole. The reduced amount was ONLY for filing an appeal. The original amount must get paid if he loses that appeal.

The bond is just the entry fee for the appeal to be allowed. The amount being appealed is still the 454 million...
So if he loses the appeal, it's still the full amount he has to pay, regardless of what the bond was. It could have been 1$, and the end result would be the same.
