Thanks for asking. The purpose of the tailpiece locking ring is to hold the flushometer in position with the control stop, when the tailpiece coupling is tightened. The mechanical straight threads of the Tailpiece Coupling and Control Stop draw together against the locking ring to bind into the tailpiece; and the tailpiece O-ring seals off the water.

From the Sloan website - Attach the new tailpiece to the valve body by turning it clockwise. Use teflon tape (or pipe sealant) on tailpiece pipe threads. Note: Do not use sealant on the first few threads of the tailpiece. Ensure that the coupling and the locking ring (adjustable tailpiece only) are on the tailpiece before tightening the assembly.

What kind of pipe sealant you use? I used teflon tape, and when that didn't work I tried pipe dope.
