It's a tricky question and a false comparison since you're making the hijabi girl bad (I'm not saying that all of the hijabi girls are good but most of them they are since they made that decision to obey Allah so that shows how good they really are), if the non hijabi was with a really kind heart she'll wear the hijab and she'll feel guilty not wearing it at least so she'll absolutely wear it because hijab is not by choice, as a Muslim girl you're responsabile and forced to wear it (if you really follow Islam and what it says and if you really obey the word of Allah of course you'll do it without any hesitation)..
