Those are Prismacolor pencils. Easily my favorite and best if you ask me. They’re waxed based and blend easier then oil based pencils like Faber-Castel.

I did this in elementary school because colored pencils never had proper, light skin tones, and kids were so confused on how I got it to look like that :') it was kinda funny tbh And I did something similar to make different shades of grey and my teachers really said "colored pencils don't blend. That's not how that works" 💀
