In Gen 2, Mewtwo can only learn one of those moves: Thunderpunch. Mewtwo cannot actually learn Psybeam in any gen. It learns Confusion, Psychic, and Psystrike, so why would it? It can never learn Surf, and can only learn Earthquake from Gen III onwards.
I'm curious now, I wonder if there is a spinner hell gen 3 they can play to steven.(Emerald of course)
