That is an actual common issue on some of the latitude series of dell, I had one of those and not only got that bad through time, but also that rubber material is very susceptible to get dirty very easy, very good machines but they messed up with that rubber material
Boy, this has been bugging me for years AND alcohol wipes with some scrubbing work great--could take a few to get it all & drying it quickly with a paper towel. Thanks!!!
If the coating is just kind of sticking and you don't want to remove it go get some ceramic automotive wax coating. It puts a layer of ceramic over the sticky coating and stops it from being sticky.
Just got this on my old high school Chromebook, I noticed after using some rubbing alcohol that the black stuff was being removed. Worked a bit but some stickiness is still left lol

I just removed the rubberized coating from a Dell Latitude E6430, including the parts that hadn't gone sticky yet, using 99% isopropyl alcohol, paper towels, and elbow grease. I did it a bit at a time over the course of several days, but it did work.
All laptops & tablets SHOULD NOT have any rubber coating. It will change properties over time and will get very ugly. In 2015, i bought Lenovo Yoga Pro 2 at US$ 1,300 and can only use for 3 years. After that, all plastic and rubber reformed and need to spend US$ 450 to change all chasis, keyboard and can only last another 2-3 years. So, i didn't repair it and kept at store

Just tried isopropanol it didn’t work 😔 my fingernail it quite good, but I haven’t got 2 years to spare.🥴
Also tried 70% isopropyl alcohol, i messed up the surface 🙃 now it looks ugly. More my fault than the alcohol. But either way, it doesn't work
