Abu Muhammad Al-Maqdisee al-Barqāwee said:
“Today the whole of the world is a land of unbelievers, even Makkah and Madeenah!” (Thamarāt al-Jihād, p.83)
Al-Lālikā’ee (died 418 AH) wrote: Abul-‘Abbās Muhammad Ibn Ya’qoob said:
Two of the Khawārij were making tawāf of the Ka’bah when one said to the other:
“No one from this creation will enter into Paradise except for me and you alone!”
His friend said:
“But the expanse of Paradise is as great as that of the heavens and earth! And it was made for just me and you??”
He replied: “Yes.”
So he said:
“No, it must be just for you!!”
So he left the methodology of the Khawārij and was guided to the truth.
(Sharh Usool I’itiqādi Ahlis-Sunnati wal-Jamā’ah of Imām Al-Lālikā’ee, 7/1307)
Ibn Al-Jawzī (died 597AH) said: “They permitted the killing of children, yet they did not allow eating of fruits from trees without first paying for it! They tired themselves out with worship, and would frequently stay awake through the night in devotion, yet they raised their swords against other Muslims. Even Satan himself could not have imagined the extent of their evil!” (Talbīs Iblīs, p. 91) Only a person who is extremely ignorant, or extremely psychotic, or extremely stupid or all three of these combined would support such a movement.
In the end, the only response to their vile ideology is to wage war against them just as Ibn Taymiyyah (d. 728H) mentioned centuries ago, and the fourth Caliph Alī Ibn Abī Tālib (d. 40AH) commanded centuries before him before they assassinated him. The Prophet (peace and blessings be upon him) said about them: “They will exit out of the religion just like an arrow shoots through its target”, so they have exited the religion that the Prophet Muhammad came with. He himself said about, “Indeed I would wipe them out just as God wiped ot the tribe of ‘Ād.” The Messenger (peace be upon him) never uttered such harsh words against any group of people as he did against the militant Khawārij which shows us the great danger of leaving these people alone to spread tribulation. So the Muslims are commanded to unite behind the Prophetic Sunnah to combat this cancer that has entered the Muslim ummah and endangers its well-being. When you look at them, do not consider them as followers of the noble and merciful Prophet of Islam - see them as renegades who seek to damage and spoil the true Islamic faith.
Al-Ājurī (d. 360 A.H.) said:
“Neither the scholars of old nor of these times, ever differed about the Khawārij. They regarded them as an evil people who were disobedient to Allāh, the Mighty and Majestic, and His Messenger even though they prayed, fasted and exerted themselves in worship, and all of this was of no benefit to them, even though they were apparent in enjoining the good and forbidding the evil, and that did not benefit them because they were a people who interpret the Qur’ān upon their desires.”

The only exception is selling weaponry to the enemy, that is haram.

Chapter: Buying and Selling with the Mushrikeen (the Pagans) and the Enemies of War.” So after bringing this chapter heading showing the permissibility of buying and selling, he states:
Abdur-Rahmān ibn Abi Bakr (radiyallāhu ʿanhuma) said: We were with the Prophet (salallāhu ‘alaihi wasallam) when a tall pagan with long matted unkempt hair came driving his sheep. The Prophet (salallāhu ‘alaihi wasallam) asked him: “Are those sheep for sale or for gifts?” The pagan replied: “They are for sale.” So the Prophet (salallāhu ‘alaihi wassallam) bought one sheep from him. (Bukhāri no. 2216) Ibn Hajr al-Asqalāni (rahimahullah) in his Fat-hul-Bāri explanation of Sahih al-Bukhāri said (vol. 4, pp. 478-479): Ibn Battāl said: “Having dealings and trading with the Kuffār is permissible except that it is not permitted to sell to the enemies of war a product which can be used by them against the Muslims.” In it is a permissibility to buy the merchandise of the disbeliever, and an affirmation that he owns what is in his hand. Also, it is allowed to accept a gift from a non-Muslim.
@@5398179 As for condemning a Muslim ruler if he commits a sin, or if he oppresses muslims then this should be done privately as well known in the books of hadith and the books of the salaf. If the ruler does not take your advice then you have done your duty as a Muslim under his rule, and in the end everyone will be accountable for his/her actions including the ruler.
