قال الله تعالى : ( إِنْ يَدْعُونَ مِنْ دُونِهِ إِلَّا إِنَاثًا وَإِنْ يَدْعُونَ إِلَّا شَيْطَانًا مَرِيدًا (117) لَعَنَهُ اللَّهُ وَقَالَ لَأَتَّخِذَنَّ مِنْ عِبَادِكَ نَصِيبًا مَفْرُوضًا (118) وَلَأُضِلَّنَّهُمْ وَلَأُمَنِّيَنَّهُمْ وَلَآمُرَنَّهُمْ فَلَيُبَتِّكُنَّ آذَانَ الْأَنْعَامِ وَلَآمُرَنَّهُمْ فَلَيُغَيِّرُنَّ خَلْقَ اللَّهِ وَمَنْ يَتَّخِذِ الشَّيْطَانَ وَلِيًّا مِنْ دُونِ اللَّهِ فَقَدْ خَسِرَ خُسْرَانًا مُبِينًا (119)) النساء / 117 - 119 .
والشاهد في الآية : أن إبليس سيأمر الناس بتغيير خلق الله تعالى وقد فسره بعض المفسرين بأن المقصود به هنا في الآية هو الوشم والنمص والتفليج كما سيأتي .
قال القرطبي في تفسير هذه الآية :
وقالت طائفة : الإشارة بالتغيير إلى الوشم وما جرى مجراه من التصنع للحسن ، قاله ابن مسعود والحسن .
" تفسير القرطبي " ( 5 / 392 ) .

In practical term a tattoo makes it impossible for you to cleanse yourself from junub so you will be in a constant state of impurity where your ibadah like prayers, haj etc. will not be receives. Thats the wisdom of the ruling.
It's common sense but they will always look for a loophole to oppose Islam.
Tattoo is haraam full stop, but where did you get the rest of the information from ie you will remain impure?
