Honestly, I don't believe that she is paying 560 for a 1 bedroom apartment in that neighborhood. 560 bucks is a studio in a district much further from the parliament. (I live in Budapest.) Her apartment in that area should be around a 1000 dollar. Maybe she is lucky because her landlord didn't raise the rent for some reason. But don't be fooled her experience is not representative for everyday people in Hungary.

It is beyond the average which is cc. the half of it. Health insurance... Well, yes, it is the fraction of the price as in the US, BUT: everyone who can afford it, spend for private healthcare. Sure, if you are rich, your life can be good. The same way if you make 7 times more than the minimum wage in the US. If you have 10k USD a month, sure you can have a nice apartment in St. Louis or something. Health insurance costs less. Yeah, but look at the hospitals. Budapest buildings have a lot of character. The scenic view from Buda to Pest over the river is a UNESCO world heritage and is breathtaking.
The city has lots to do. Awesome and huge ancient spas with tons of pools at different temperatures and types. They have the oldest metro train underground and it is very well maintained. They even have a Dracula castle (edit: it was not a Dracula castle but still a cool castle, it’s actually an agricultural museum built in 1896). Night clubs are open 24/7 and their nightclub drinks are really cheap. The island (Margaret Island, thanks to commenter below) with hostel, little zoo, water features, pool, etc is also very cool.

The spas are overpriced and overcrowded for regular visiting. Nightclubs are the hubs of criminals and prostitues you can expect some nasty thing whenever you visit one of them, you wont visit them regularly if you live here. The old metro is cool, most people dont use it btw even the metro is cool, the people using it are not :D The castle you are talking about (Vajdahunyad vára) is not the Dracula castle, there is only a statue to the hungarian actor who played Dracula (Lugosi Béla). It's just the way markets work. As demand increases, prices go up -- the influx of folks with a willingness to pay (WTP) higher than that of the locals makes the impact even stronger.

If you wanna be successful, you most take responsibility for your emotions, not place the blame on others. In addition to make you feel more guilty about your faults, pointing the finger at others will only serve to increase your sense of personal accountability. There's always a risk in every investment, yet people still invest and succeed. You must look outward if you wanna be successful in life

Just to keep this video in context: living in $30K in a year is extremely good. Her $3,300 monthly budget is only possible for top earners. It is rare that people can make that much, only in IT and Finance possible, most families can't earn half as much as she is with even two incomes. Living in Lipótváros is like living in Manhattan's most expensive locations. Most of the people are work for SME's in Hungary and the average salary is around $1,200 after taxes. Living a life this lady has is an exception, not general. Budapest is the cheapest in the EU in terms of property prices, but also the most expensive compared to local salaries. This country politically and economically a disaster, suffering in lack of democracy, extremely high corruption, with no political consequences. What this lady explains in this video is more of showing love for Eastern European lifestlye (Warsaw and Prague very similar to Budapest, most of the people confuse them) then specific things to Hungary. This country was leading the area, but today it is the poorest country in the EU (Bulgaria is behind but hungarian people can consume a lot less). Recent studies showed that more than 50% of young students plan to leave soon, after the world economic crisis in 2008 more than 800K left Hungary.
