I study Zad al-Mustaqni with a sheikh, and he said the correct view regarding saying bismillah is wajib during wudhu because of the hadith of the prophet. Most people don't know this ruling or some say it is only sunnah. That's why I love Hanabilah mazhab because of their loyalty to the sunnah of the prophet. In my humble opinion.
