The problem here in CA is the lack of consistent rain through the winter. We'll get like 1 big storm for a couple days and the rest of the year is summer and summer lite.

no
No. The forecast for this winter in N. CA is for warmer than average temps and lower than average rainfall. We have been receiving more rain accumulation than I expected this winter, but the reservoirs are still seriously depleted, and the water table in most of the farming regions is still near record lows.
CA needs to build more water storage capacity. We have been living in denial of this fundamental truth for over a decade. Either we build more capacity or we need to halt growth. Otherwise the agriculture industry will dry up and blow away.
