Hello, i don't know if you understand english, but It's probably an animation by Hideaki Anno (庵野 秀明) if you look at the sign at the beginning of the video.

As you can imagine, there is DAICON II and telop, so I imagine it as a work of the year before the famous DAICON III.
Probably Anno-san.
