U can't do nothing with it. They won't fix 3 already, but there's a chance that they'll improve 4's performance with some new updates... I have same problem as you, with FH4. I don't know how the things are going with 3 as I don't have it, but I think that it would be the same. It's important to mention that I experience those stutters only when Im driving online.
Yea, i tried forza horizon 4 demo, same problem... offline. I hope what they will fix this at least in fh4. Despite these games are awesome, it's current unplayable on my pc...
This is because it'a a laptop with i7 quad cpu, which is considered normal on high temperatures. I even use oc +200mhz on some demanding cpu games, and no stutter at all, it seems only effects dx12 games and windows 10 games. Moreover recently i put a new thermal paste, because i've been reaching even 110-115 temps.
i'm having a thermal throttling only when i reach 105°c and frequency starts jumping, so i use on some games ThrottleStop program to lower multipliers of frequency of cpu or i just remove botom lid of laptop :D , but having lower than 105°c don't causes throttle, and frequency is consistent.

Your CPU temperature is at 95-100°c it's really really hot. so you are having thermal throttling, that causes the stutter.

Why do you have 30 fps I have i5 8500+gtx 10603gb and I have 75 fps vsync In high settings
I was using laptop with external gpu, so got a bit bottleneck.
