I was hoping he would.have made it in the game. but love finding these recordings each time I play
When you find it it's next to a man in a prisoner outfit. I'm assuming that this was him, most likely changing into a jumpsuit because his original outfit may have been too torn and bloody to wear (he did throw away his jacket after all for the same reason). Or it could've been some prisoner who found his recorder and died with it.

....the recordings sound more interesting than most of the game.....zombie children & animals.....but for some fucking reason we never see them in the game

First off, in any zombie outbreaks, being in a overly populated area like a city is the worst place to be at. Even if you are well equipped to deal with this threat, your chances are slim to none, all it takes is to run into a horde of them. Second, the building he and other survivors were held up in had been compromised he was the only one alive after the dead forced their way in. Like the walking dead, the zombies senses are still intact, including smell. Unless the place you're staying at is defensible, being inside a building wouldn't matter. Also gathering supplies would be suicide, as if walkers were too much, he would have to deal with runners, Suiciders, bandits, Rams, thugs. He thought being anywhere else was more preferable than his current position.

And for those who thought that the prison guard sounded like Dempsy from Black ops zombies, again Steve Blum does the voice for him.
